March is fire prevention month. WE have selected an all suppliers and their products 
from the Philippines in celebration of the said month. Our Fire Protection Equipment 
and Suppliers sell and offer fire control chemicals, fire extinguishers, and aqueous 
film forming foam to newly developed fire extinguishing balls. WE also have water 
tankers and fire trucks. You can also find smoke detectors, fire alarms and fire heat 
detectors.

History

March is Fire Prevention Month based on Proclamation No. 115-A, s. 1966. Fire 
prevention for March is actually part of the whole proclamation. The public or 
official announcement is about ABOLISHING SAFETY AND ACCIDENT PREVENTION WEEK AND 
DECLARING THE YEAR NINETEEN HUNDRED AND SIXTY-SEVEN AND EVERY YEAR THEREAFTER AS 
SAFETY AND PREVENTION YEAR. The Proclamation states that there is indisputable 
evidence of a considerable rise in accident occurrence every year not only in 
industrial, commercial and agricultural enterprises, but especially on the highways, 
in schools and even in our homes, most of which are unrecorded. So basically it 
contains safety and prevention awareness for the whole year. This was signed and 
declared by former president FERDINAND E. MARCOS on the 17th day of November, 
Nineteen Hundred and Sixty-Six or November
17, 1966. He believed that constant and 
continues propagation of safety consciousness among our people every day of the year 
will provide a positive preventive approach to a problem that can be solved by more 
caution, vigilance, sobriety, exercise of common sense and respect for the law. To

PROCLAMATION NO. 115-A

ABOLISHING SAFETY AND ACCIDENT PREVENTION WEEK AND DECLARING THE YEAR NINETEEN 
HUNDRED AND SIXTY-SEVEN AND EVERY YEAR THEREAFTER AS SAFETY AND PREVENTION YEAR

WHEREAS, there is indisputable evidence of a considerable rise in accident occurrence 
every year not only in industrial, commercial and agricultural enterprises, but 
especially on the highways, in schools and even in our homes, most of which are 
unrecorded;

WHEREAS, these accidents not only cause heavy financial losses and consequent 
economic dislocation among those affected and to our country at large, but also 
immeasurable human suffering; and

WHEREAS, there is now, more than ever as a part of our national development, an 
impelling and constant need for propagating safety consciousness among our people 
every day of the year as a positive preventive approach to a problem that can be 
solved by more caution, vigilance, sobriety, exercise of common sense and respect for 
the law.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, proclaim the 
year nineteen hundred and sixty-seven and every year thereafter, as SAFETY AND 
ACCIDENT PREVENTION YEAR, each month of the year to be devoted to a particular aspect 
of safety and accident prevention in various fields as follows:

January	General Orientation
February	Air Transportation
March	Fire Prevention
April	Vacation Hazards
May	Land Transportation
June	Sea Transportation
July	Schools
August	Farms
September	Health and Sanitation
October	Industry and Commerce
November	Homes
December	Holiday Hazards
I call upon all segments of society, including all industrial, commercial, and 
agricultural sectors; public and private schools; government agencies; labor 
management and civic organizations; to give full support, undertake maximum 
participation and initiative to make every Year as above-described meaningful and 
productive of desired results.

The Department of Labor shall organize and coordinate all activities in connection 
with this Proclamation. The Secretary of Labor is further empowered to make 
adjustments or changes in the month-to-month schedule of subject matter and other 
related aspects other than as described above for greater effectiveness and a more 
purposive Safety and Accident Prevention Year.

Proclamation No. 359, dated October 13, 1956, and Proclamation No. 32, dated May 28, 
1954, are hereby revoked.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic 
of the Philippines to be affixed.

DONE in the City of Manila, this 17th day of November, in the year of Our Lord, 
Nineteen Hundred and Sixty-Six.

Bureau of Fire protection

The Bureau of Fire protection of BFP conducts inspections, exercises and trainings in 
preparation of the said month. This year 2017, In preparation for the observance of 
Fire Prevention Month, the Bureau of Fire Protection has and will conduct a series of 
activities aimed on the theme slogan: “Kaligtasan sa Sunog: Alamin, Gawin at isabuhay 
Natin.”

Last March 14, Fire Prevention Games and Contests were simultaneously performed 
nationwide.
The contest was fun and exciting especially for students from elementary 
and high school. The contests include Drawing Contest for Elementary, Poster making 
for High School students and photo Contests which was open to all interested 
individuals. They also have a singing contest, a duet that is exclusive for BFP 
Personnel. All winning entries from Regional Offices will be displayed at the BFP-NHQ 
lobby from March 17-31. The national winners will be judged on March 18-19.
