Celebration of All Saints day has been observed on different dates depending on the 
country. In France church services is being conducted in memory of all the saints and 
are held on November 1 but traditionally by the evening the observance or ritual is

members and love ones. The Department of Labor and Employment reminded employers to 
follow the strict regulations of the Philippine government in observance of the 
November 1 and November 2 Special Non-Working Holidays.
By virtue of the implementing guidelines for Proclamation No. 459, s. 2012, declaring 
the regular holidays, special (non-working) days, and special holiday for the 2013. 
DOLE based the pay rules from the declaration of Holidays. Going back to flower

NLRC or DOLE:
If unworked No pay, unless there is a favorable company policy, practice or 
collective bargaining agreement (CBA) granting payment of wages on special days even 
if unworked.
If worked 1st 8 hours – plus 30% of the daily rate of 100%
Excess of 8 hours – plus 30% of hourly rate on said day
Falling on the employee’s rest day and if worked
1st 8 hours – plus 50% of the daily rate of 100%
Excess of 8 hours – plus 30% of hourly rate on said day
No pay, unless there is a favorable company policy, practice or collective bargaining 
agreement (CBA) granting payment of wages on special days even if unworked.
Unlike the Philippines, It is not a nationwide public holiday in countries such as 
Australia, Canada, the United Kingdom, or the United States of America. However, many 
Christians celebrate All Saints’ Day in these and other countries. Of course there

Historically, the idea or observance for All Saints Day goes back to the fourth 
century when the Greek Christians kept a festival on the first Sunday after Pentecost 
(in late May or early June) in honor of all martyrs and saints. Other sources say 
that a commemoration of “All Martyrs” began to be celebrated as early as 270 CE but 
no specific month or date is recorded. Pope Gregory IV made All Saints Day an 
authorized holiday in 835 CE. It is speculated that the chosen date for the event, 
November 1, may have been an attempt to supplant the pagan Festival of the Dead (also 
known as Samhain or the feast of Saman, lord of death). All Saints Day is not to be 
confused with All Souls’ Day, which was first instituted at the monastery in Cluny in
